Tolerate: Stable applications that meet minimum business requirements. They work but don't require additional investment. Strategy: minimal maintenance.
Invest: Applications with high potential value, where additional investments could generate significant business benefits. Strategy: improve and develop.
Migrate: Important business applications with technical deficiencies that could be resolved by migrating to a different platform or architecture. Strategy: replatform or refactor.
Eliminate: Systems that pose more costs and risks than benefits. Strategy: progressively retire.
